BMH Health & Safety Requirements & Considerations


The Hall is a Community owned and managed Building which we are delighted to be able to use to enhance village life within Bayford. It is the responsibility of every individual who attends the Hall to keep themselves and those around them as safe as possible. 


Whether you are intending to hire the Hall or visit us for an event or class, it is important that you are aware of our Health and Safety Requirements.  


Please familiarise yourself with the below information and contact us via www.bayfordmh.com  if you have any further questions before attending your event. 


Please note: Hirers will be requested to sign an official Agreement upon confirming Hall Hire. Attendees to events, classes and other Hall activities may be required to sign further waivers depending on what sort of participation is taking place.  



  1. Personal Liability - Personal Injury & Damage to Personal Property:

Participation in classes, events and activities within Bayford Memorial Hall grounds are all assumed to be at the responsibility and own risk to the attendee. Activities could involve some possible personal injury and,despite precautions, accidents or injuries may occur. 


Private Hire Classes will often require participants to sign a release form or waiver in order to participate, this is managed by the individual who has hired the hall and responsibility lies in their hands to ensure that the activities they permit during Hall rental are safe. 


Participation in classes, events and activities within Bayford Memorial Hall grounds assumes that all attendees will obey the class and facility rules and take full responsibility for their behaviour in addition to any damage they may cause to the facilities during Hire. 


Personal property is the responsibility of those in attendance. Please remain vigilant and aware of your personal items. Do not leave them unattended at any time. 


Bayford Memorial Hall Management Committee holds no liability for any personal injury or damage to property from any participant related to the use of any and all spaces of Bayford Memorial Hall. 


  1. Capacity:
    The number of people on the premises shall not exceed, for dancing, or seated the number permitted under the entertainment licence granted in respect of the premises


  1. First-Aid Kits:

There are a number of First-Aid Kits available in the Hall. These kits are checked and maintained regularly by the Bayford Memorial Hall Management Committee.

These include:

  • General First Aid Kit for Emergencies(Located: )

  • Catering First Aid Kit for Kitchen Emergencies (Located: )

  • Child Care First Aid Kit for emergencies (Located: )

  • On site First Aid Kit for Hall Employees - Cleaners, Committee, General Tradespeople (Located: )


These kits are to be used during Emergencies only.

  1. Defibrillator:

Your nearest Defibrillator Heart Restarter is located at:

A defibrillator should be used when a person is in cardiac arrest. CPR should be done until you can get a defibrillator.

If you see someone having a cardiac arrest, call 999, start CPR and get someone to find a defibrillator. The emergency operator can advise you if you can't find one. Once you get the defibrillator, turn it on and continue CPR until the device tells you to stop.

To use a defibrillator, follow these simple steps:

Step 1: Turn the defibrillator on by pressing the green button and follow its instructions.

Step 2: Peel off the sticky pads and attach them to the patient’s skin, one on each side of the chest, as shown in the picture on the defibrillator.

Step 3: Once the pads have been attached, stop CPR and don’t touch the patient. The defibrillator will then check the patient’s heart rhythm.

Step 4: The defibrillator will decide whether a shock is needed and if so, it will tell you to press the shock button. An automatic defibrillator will shock the patient without prompt. Don’t touch the patient while they are being shocked.

Step 5: The defibrillator will tell you when the shock has been delivered and whether you need to continue CPR.

Step 6: Continue with chest compressions until the patient shows signs of life or the defibrillator tells you to stop so it can analyse the heartbeat again.

Anyone can use a defibrillator and you don’t need training. Once you turn it on, it will give clear instructions on how to attach the defibrillator pads. The device checks the heart rhythm and will only tell you to shock if it’s needed. You can't shock someone accidentally.

  1. Fire Escape & Safety:

We ask all attendees to the Bayford Memorial Hall to familiarise themselves with the main fire escapes and locate extinguishers when they first arrive on site. 

Fire escapes and extinguishers are clearly signposted. Fire Posters in the building indicate your nearest Assembly Point should you need to evacuate the premises. 


The Fire Brigade should be called to any outbreak of fire, however slight and details thereof reported at your soonest convenience to bayfordmemorialhall@gmail.com and committee keyholders.



  1. Extreme Weather Conditions

In some cases, access to the Hall and its use might be prohibited by extreme weather conditions. We advise all hirers to review the safety of their visitors first before proceeding with any activity planned within the hall. We do not permit Hall use to go ahead if any major entrances or exits have been blocked or any trip hazards are identified (e.g. icy surfaces, fallen trees, fallen fences etc.). 


In the case of extreme weather conditions resulting in a blockage of access or egress to the building, hirers should immediately get in touch with the committee keyholders. 


We do not permit hirers to try to fix or remove blockages such as fallen trees, heavy snow and ice or other storm damage affecting any aspect of the Hall or Carpark. 


Our insurance policies will not cover any hirers or visitors who suffer injury or loss due to proceeding with any activity involving extreme weather conditions. In the event of heavy snow, storms, flooding, high winds or extreme heat we advise hirers to cancel their event or activity.


  1. Car Park:

The users of the Car Park do so at their own risk. Bayford Memorial Hall accepts no liability for any accidents, damage or loss incurred whilst on site. 


Car owners should leave the hall in an orderly manner and remain quiet (especially during evening events) to avoid disruption to neighbouring homes. 


Gathering in the Car Park during events and activities is not permitted under our Health & Safety Regulations. All activities should take place within the allocated activity sites for personal safety and to avoid disruption to neighbouring homes and traffic. 


Use of the Car Park is permitted only to those who are actively using the Hall during its allocated time of use. Bayford Memorial Hall Management Committee reserves the right to impound and remove vehicles found parking without purpose on the premises and reserve the right to issue a monetary fine for anyone misusing parking onsite. 


  1. CCTV:

CCTV is present at our facilities for the purposes of maintaining the security of property and premises and for preventing and investigating crime. CCTV may also be used to monitor staff when carrying out work duties.


Processing of this data is necessary to protect the vital interests of the data subject or another person; for compliance with legal obligations; and for the performance of tasks carried out in the public interest or for our official functions.


CCTV captures visual images of persons in or around our buildings and facilities. This personal data is collected through the CCTV cameras operated by the Bayford Memorial Hall and not from a publicly available source.


This data will only be processed by Bayford Memorial Hall for this purpose.In certain circumstances we may be required to disclose CCTV images to certain bodies of authority, such as the police and emergency services.


We process CCTV footage for 31 days after the date of capture, although we may process footage for a longer period, for example if the footage is relevant to an investigation. While we are working to implement our retention schedules, some data may be retained longer than required under the schedules.


  1. Access & Egress: 

It is the responsibility of all attending the Hall to ensure that any entrances or exits remain clear for free movement of people at all times during their scheduled activity. 


Please avoid blocking any doors, windows or hallways with items and Hall Hirers should ensure that all fire escape routes are clear and open before beginning any planned activity. 


No chairs, small tables, bags or other bulky items that could be perceived as trip hazards are permitted to be left on the floor within the kitchen area. 


If you see something that could be assessed as a trip hazard then it is your responsibility to remove it or report it immediately to the person onsite in charge.

The three most commonly used emergency services in the UK are the police, fire service and emergency medical service


We advise all Hirers to run their own Risk Assessment at least a week before the start of their event. They should identify and report any concerns to *insert link*  in advance and have a plan of action as to how to respond if an emergency arises.


For larger events Hirers are advised to also take responsibility by allocating a qualified First Aider who will assume responsibility for acting quickly during an emergency and administering any required First-Aid to attendees. 

It is important:

  • that you respect the wishes of those affected by an emergency

  • that you do not put yourself in any danger

  • that you do not add extra burden to the efforts of the organised emergency response
